Why does this matter?
The Animal Welfare (Licensing of Activities Involving Animals) Regulations 2018 require every paid home boarder in England to hold a council-issued licence. Each licence carries a star rating from a council inspection.
Unlicensed paid boarding is technically a criminal offence and can invalidate some pet-insurance policies — worth knowing before you agree care, especially for overnight stays.
